Defenders f special prtective labr law fr wmen ften say that getting rid f such laws wuld destry the fruits f a century-lng struggle fr the prtectin f wmen wrkers. Even a brief examinatin f the histric practice f curts and emplyers wuld shw that the fruits f such laws have been bitter: they are, in practice, mre f a misfrtune than a blessing.
Sex-defined(性别限制的) prtective laws have ften been based n cmmn beliefs cncerning wmen’s needs and abilities and emplyers have frequently used them as legal excuses fr lking dwn upn wmen. After the Secnd Wrld War, fr example, businesses and gvernments tried t persuade wmen t give up jbs in factries, thus making rm in the labr frce fr returning sldiers. The passage f state laws limiting the daily r weekly wrk hurs f wmen cnveniently cmpleted this. Emplyers had nly t declare that vertime hurs were a necessary cnditin f emplyment in their factry, and wmen culd be quiet legally fired, refused jbs, r kept at lw wage(工资) levels, all in the name f “prtecting” their health. By prving such laws when they are questined by lawsuits(诉讼), the curts have cheated peple ver the years in setting up different, less advantageus emplyment terms fr wmen than fr men, thus reducing wmen’s cmpetitiveness n the jb market. At the same time even the mst gd-hearted lawmakers, curts, and emplyers have ften been blind t the real needs f wmen. The lawmakers and curts cntinue t permit emplyers t ffer emplyees health insurance(保险)plans that cver all knwn human medical disabilities except thse related t childbirth.
Finally, labr laws prtecting nly special grups are ften ineffective at prtecting the wrkers wh are actually in the wrkplace. Sme chemicals, fr example, have reprductive(生殖的)risks fr wmen f childbearing years; factry wners using the chemicals keep laws prtecting wmen against these dangers by refusing t hire them. Thus the sex-defined law prtects the suppsed female wrkers, but has n effect whatever n the safety f any actual emplyees. The health risks t male emplyees in such industries can’t be t slight. Prtective laws aimed at prducing materials r techniques in rder t reduce such dangers wuld benefit all emplyees withut discriminating against any.
On the whle, prtective labr laws fr wmen are unfair and d nt meet their intended purpse. Lawmakers shuld recgnize that wmen are in the wrk frce t stay and that their needs—gd health care, an acceptable wage, and a safe wrkplace—are the needs f all wrkers. Laws that take n ntice f these facts act against wmen’s rights fr equal prtectin in emplyment.
61. Accrding t the writer, which f the fllwing resulted frm the passage f the state laws limiting the wrk hurs f wmen wrkers?
Wmen wrkers had t leave their jbs in factries.
Many emplyers had difficulty in prviding jbs fr returning sldiers.
Many emplyers fund it hard t attract wmen wrkers.
The health f mst wmen factry wrkers imprved.
62. The writer places the wrd “prtecting”(in paragraph 2) in qutatin marks mst likely in rder t suggest that_______.
she is using the actual wrding f the laws in questin(正被谈到的).
the prtective nature f the laws in questin shuld nt be dubted abut.
prtecting the health f wrkers is imprtant fr thse wh supprt prtective labr laws.
the laws in questin were really used t d harm t wmen wrkers, thugh said t be prtective in public.
63. Accrding t the passage, which f the fllwing is a shrtcming f prtective labr laws that single ut(选出)a particular grup f wrkers fr prtectin?
Such laws are ften t weak t be effective at prtecting the grup in questin.
Such laws are usually made by thse wh d nt have the best interest f wrkers at heart.
Such laws have n pressure n emplyers t get rid f dangers in the wrkplace.
Keeping such laws is ften expensive fr emplyers and makes the ther wrkers angry.
64. Accrding t the first paragraph f the passage, which f the fllwing des the writer cnsider t be mst helpful in determining the value f special prtective labr law fr wmen?
A study f patterns f wrk-related illnesses in the states that had such laws and in the states that did nt.
A review f the fact that hw many wmen wrkers are in favr f such laws.
A study f the cst t emplyers keeping such laws.
An examinatin f the actual effects that such laws have had in the past n wmen wrkers.
65. The main pint f the passage is that special prtective labr laws fr wmen wrkers are_____.
unnecessary because mst wrkers are well prtected by existing labr laws.
harmful t the ecnmic interests f wmen wrkers while ffering them little r n actual prtectin.
nt wrth keeping even thugh they d stand fr a hard-wn result f the labr mvement.
unfair because male wrkers receive less prtectin than they require.
