作物种质资源是重要的生物资源,也是农业科学原始创新、种业振兴和生物技术及产业发展的源头与源泉,是实现农业可持续发展,保障国家粮食安全、生态安全和能源安全的战略性资源。近年来,随着《生物多样性公约》《粮食和农业植物遗传资源国际条约》等相继实施和生物技术及其产业迅猛发展,世界各国更加认识到种质资源的战略地位,纷纷加强收集和保护工作。
