天津新高考英语应用文写作创设了接近现实生活的交际语境，明确了交际场合与参与人的身份，注重在真实的任务和情景中考查考生的语言表达能力。最近两年天津高考英语应用文写作以书信和电子邮件类为主，以发言稿和短文投稿为辅，既体现了天津新高考的稳定性，又展现出了考查主题新的变化。发言稿是参加会议者为了在会议或重要活动上表达自己的意见、看法或汇报思想、工作情况而事先准备好的文稿。

发言稿的写作，一定注意以下几个要点，才能写出高分作文。
发言稿的格式一般由三部分构成：
1. 称呼。顶格书写，常用的称呼有Dear Mr./Mrs./Miss...、Dear Sir/Madam、Ladies and gentlemen等。
2. 正文。
3. 结束语。常用“Thank you for listening！”。
发言稿的写作要注意以下三点：
1. 明确演讲的对象很重要，针对不同的听众，发言的内容不同;
2. 发言稿中的观点要明确;
3. 发言稿的语言要通俗易懂、层次清晰、逻辑性强。
[审题谋篇]
第一步：审题立意。应用文体裁中的发言稿。在谋篇布局方面常用三段式结构，也就是开头语、正文和结束语三部分。另外，根据所给的提示信息可以看出，本文的时态应以一般现在时和一般过去时为主，人称则以第一和第二人称为主。
第二步：布局段落，确定主要段落，次要段落，段落数量。
第三步：确定关键词汇和短语。
第四步：确定较为高级的句子，如定语从句、倒装句和强调句等。
第五步：连句成文，注意使用恰当的连接词进行过渡衔接。
