    In the spring of 1870, a young man called Jacob Riis traveled across the Atlantic Ocean to New York City, who came from Denmark. He was just twenty-one years old. In his first years in America it was difficult to get a job. Jacob Riis had to go from place to place seeking work. At last, Jacob Riis got a job writing for a newspaper in New York City.
    This was his chance. He finally found a profession that would lead to his life work—making the world a better place for poor people. The newspaper sent him to police headquarters for stories. There he saw life at its worst, especially in a very poor part of New York which was known as Mulberry Bend. People had no way of finding out how terrible the lives of people were in Mulberry Bend. But as a newspaper reporter, he could find the truth. And he wrote many stories about the life there. Riis started a personal war against slum houses (贫民窟), the sort he saw in Mulberry Bend. He also worked to get laws against child labor, and made sure that these laws were obeyed. And he helped establish centers for older people.
    His book, How the Other Half Lives, was published in 1890. He became famous. Theodore Roosevelt, president of the United States, called Riis the most useful citizen in New York City. Riis continued to write about conditions that were in need of major reform. His twelve books, including Children of the Poor, helped improve conditions in the city. The books also made him popular as a speaker in other cities. Jacob Riis’s concern for the poor kept him so busy writing and speaking around the country that he ruined his health. He died in 1914.

    Over the past five decades mosquito populations in parts of the U.S. have skyrocketed by a factor of 10-a situation with worrying implications for the spread of diseases. And some places are apparently more easily affected than others. A new study in the Journal of Medical Entomology found that in Baltimore, low-income neighborhoods bear the biggest burden: they have not only more mosquitoes but also larger ones, which often survive longer. The problem most likely is rooted in the fact that Baltimore has nearly 17,000 abandoned buildings, which are concentrated in economically disadvantaged areas and serve as convenient mosquito-breeding zones.
    Compared with prosperous blocks, low-income blocks have more abandoned buildings and are more heavily littered with thrown-away containers that collect standing water. And water that pools in abandoned buildings is protected by shade-which helps mosquitoes grow larger. Some cities take efforts to plant trees in low-income blocks but may actually worsen the problem: trees and bushes not only shade outdoor breeding(繁殖) pools but also shed leaves into the water and feed the mosquito larvae(幼虫), helping them grow bigger. Worse still, climate change could worsen the disease landscape by broadening habitats and lengthening the time every summer that mosquitoes can breed and survive.
    Cities may, then, need to focus more mosquito-control efforts on these areas. Urban health departments typically educate homeowners about the importance of emptying water out of outdoor containers. But nobody empties those in or around abandoned buildings. “It is something that is fairly difficult for a city to address because it’s really expensive to go into private belongings and clean them up,” says Dina Fonseca, a molecular ecologist at Rutgers University. Yet if these belongings become breeding grounds not only for annoying mosquitoes but also for dangerous diseases, officials’ concepts may need to change.

    Tens of thousands of drone (无人机)owners will have to register their devices for the first time under regulations designed to safeguard privacy.
    Rules introduced yesterday require all drones that are fitted with cameras to be logged with the Civil Aviation Authority (CAA). Anyone who fails to do so faces being taken to court and fined up to £1,000. Drones heavier than 250g already have to be registered with the CAA, which costs £9 and must be renewed annually, but the new measures extend this requirement to all devices, including the lightweight models that are used by hobbyist pilots.
    The move comes after sharp rise in the number of drones bought by enthusiasts or those operating them for commercial reasons, such as to inspect infrastructure or for photography and filming.
    However, the rise has prompted concerns over privacy, with fears that drones are being used to spy on private residences and other buildings. It has also led to an increase in the number of near-misses between drones and other aircraft, including commercial passenger jets. The latest figures show 531 near-misses involving drones were logged in the past decade, including 125 recorded in 2019.
    By law drones are supposed to be operated within an operator's line of sight. They have to remain below an altitude of 400ft to avoid interfering with aircraft and flown at least 164ft away from people and buildings. The government has already toughened up regulations in recent years. This includes requiring all operators to pass an online test before being allowed to fly devices. Other changes to the regulations include allowing drones that weigh up to 25kg to be operated, compared with a previous limit of 20kg.
    Devices will also fall into three new categories of risk --high, medium and low -- depending on how they will be flown. Low-risk drones, including those typically used by hobbyists, will have operational limitations but will not need authorisation (授权)for flights. Authorisation is needed for larger medium-risk and high-risk drone flights, which are typically carried out in more complex environments, including those beyond the operator's line of sight, which is banned under normal circumstances.
    Christian Struwe, the director of public policy, said of the new regulation: "It simplifies different processes and allows customers to travel from country to country without having to worry about different rules in different foreign locations.”
