Perhaps ne f the mst famus sayings in China is,“T be the first t feel cncern fr the trubles f the wrld,and the last t enjy its pleasures.”Written by Fan Zhngyan,this 11th century prverb prvides a gal fr all Chinese gvernment fficials t aspire1 t.
Fan Zhngyan (989-1052) himself was a gd example f smene wh lived by these wrds.Fan was brn in Suzhu in 989 CE.When he was just ne r tw years ld,his father died and his mther married anther man.Frm a very yung age,he was very diligent2 in his schlwrk.Later,he left his stepfather’s family and had t stay in a temple,where he was nly able t eat prridge each day.In the winter,he had t cut frzen prridge int pieces fr his meals.It is said that ne day ne f his friends nticed that he was nt eating well,s he sent ver sme tasty fd.Fan refused t tuch it,saying that he wanted t be cntent with what he had.
In 1015,Fan passed the imperial examinatin and became a gvernment fficial.While he served in Taizhu,he always had the peple’s best interest at heart,and s he prpsed building a sea wall t prtect hmes frm flding.This sea wall was later called “Lrd Fan’s Embankment”.Serving with distinctin3,he helped build up defenses when the cuntry was threatened by war.Then,nce the cuntry was at peace again,he was prmted t a highlevel psitin in the capital,where he was able t advise the emperr n gvernment plicy.
As an advisr t the emperr,Fan then tried t institute gvernment refrms,knwn as the Qingli refrms.Hwever,many cnservative4 bureaucrats5 ppsed him,and s the refrms were stpped and Fan was frced t leave the capital and g int exile6.
While in exile in 1045,Fan wrte an essay entitled Memrial t Yueyang Twer.In the essay,he wndered if it was pssible t find gvernment fficials wh wuld be firm in their desire t lk after the needs f the cmmn peple,and nt wrry abut their wn persnal welfare. Of such a man,Fan said,“When serving in a high ffice at curt,he will be cncerned fr the peple;if living n distant rivers and lakes,he will be cncerned fr his svereign7.
