    Imagine meeting someone for the first time who comes from some distant country but is fluent in your language.     How many people can speak English? Some experts estimate that 1.5 billion people—around one-quarter of the world’s population—can communicate reasonably well in English.

    Two of the most critical lessons learned from the pandemic are the need for effective national leadership and for clear, consistent communication. Countries that fared well had both in abundance; those that didn’t often faltered.
