In 2009, when Qatar (卡塔尔) bid t hst the 2022 Ftball Wrld Cup, it prmised a carbn-neutral (碳中和) event. Even back then, the prspect f neutralizing the carbn-dixide emissins (排放) generated by hsting hundreds f thusands f fans in newly cnstructed stadiums, in a desert state, seemed fanciful. S it is prving. In their greenhuse-gas accunting reprt, published last year, FIFA (国际足联) and the Qatari rganizers estimated that the Wrld Cup wuld generate 3.6 millin tns f CO2 emissins. Estimating emissins fr big sprting events is a relatively new practice and methds can vary, but that figure is higher than any recent Wrld Cup r Olympics.
It is als likely t be a significant underestimate. A reprt in May 2022 by Carbn Market Watch (CMW), a climate watchdg (监督者), fund that the fficial frecast failed t accunt accurately fr the emissins generated frm stadiums. FIFA, which insists its methd is “best in practice”, reckns that the majrity f the emissins (52%) will cme frm fans and players travelling t Qatar, while less than 25% are frm stadium cnstructin. That is because rganizers expect these stadiums t be used fr years after the Wrld Cup, spreading their carbn ftprint way int the future.
CMW believes such an excuse is far frm reasnable. Befre the Wrld Cup, Qataris were able t get by with nly ne stadium, it pints ut. Cnsequently, it estimates that the emissins frm stadium cnstructin fr the Wrld Cup are undercunted by a factr f eight. It puts the real figure at 5 millin tns. Thugh it amunts t less than 0.02% f the wrld’s annual emissins, sprts teams and rganizatins shuld have set a psitive example in this.
T remve the dubt frm utside, Qatar has established the Glbal Carbn Cuncil (GCC), a dedicated envirnmental agency. Beynd adjusting fr Wrld Cup emissins, the GCC will prmte a path t “a lw-carbn future”, a great step fr a cuntry with the wrld’s highest emissins per persn. Yet the agency is still at its early stage. Only six prjects, saving less than 600,000 tns, have been apprved s far.
32. What is the main prblem Qatar and FIFA are faced with at present?
A. The 2022 Wrld Cup isn’t as successful as it shuld be.
B. They may fail t keep the prmise t hld a green event.
C. The figure they published is higher than that f ther events
D. They are unfamiliar with the new practice f the Wrld Cup.
33. Hw des Qatar and FIFA cut dwn the carbn ftprint f the Wrld Cup?
A. By insisting n its way f envirnmental prtectin.
B. By prmising t use the new stadiums fr mre years.
C. By blaming the greenhuse-gas emissins n travelers.
D. By cperating with Carbn Market Watch fr instructins.
34. Why des the CMW refuse t accept the explanatin given by Qatar and FIFA?
A. 5 millin tns accunts fr a little f the annual emissins.
B. The stadium cnstructin fr the Wrld Cup sets a bad example.
C. The methd they emplyed in estimating the emissins is unscientific.
D. There will be mre stadiums than Qatar actually needs after the Wrld Cup.
35. What can be learned frm the last paragraph?
A. The GCC is an agency specially established fr the Wrld Cup
B. The Qataris attach great imprtance t envirnmental prtectin.
C. The Qataris need t make mre effrts t hld a carbn-neutral event.
D. The GCC has achieved a lt in cutting dwn greenhuse-gas emissins.
