The cncept f health hlds different meanings fr different peple and grups. These meanings have als changed ver time. This change is n mre evident than in Western sciety tday, when ntins f health and health prmtin are being challenged and expanded in new ways.
Fr much f recent Western histry, health has been viewed in the physical sense nly. That is, gd health has been cnnected t the smth mechanical peratin f the bdy, while ill health has been attributed t a breakdwn in this machine. Health in this sense has been defined as the absence f disease r illness and is seen in medical terms.
In the late 1940s the Wrld Health Organizatin challenged this physically and medically riented (导向的) view f health. They stated that health is a cmplete state f physical, mental and scial well-being and is nt merely the absence f disease (WHO, 1946). Health and the persn were seen mre hlistically (mind / bdy / spirit) and nt just in physical terms.
The 1970s was a time f fcusing n the preventin f disease and illness by emphasizing the imprtance f the lifestyle and behavir f the individual. Specific behavirs which were seen t increase risk f disease, such as smking, lack f fitness and unhealthy eating habits, were targeted. Creating health meant prviding nt nly medical health care, but als health prmtin prgrams and plicies which wuld help peple maintain healthy behavirs and lifestyles. While this individualistic healthy lifestyle apprach t health wrked fr sme (the wealthy members f sciety), it was f little benefit t peple experiencing pverty, unemplyment, underemplyment r wh had little cntrl ver the cnditins f their daily life.
During the 1980s and 1990s there has been a grwing swing away frm seeing lifestyle risks as the rt cause f pr health. While lifestyle factrs still remain imprtant, health is being viewed als in terms f the scial, ecnmic and envirnmental cntexts in which peple live. This brad apprach t health is called the sci-eclgical view f health.
At the Ottawa Cnference in 1986, a charter was develped which utlined new directins fr health prmtin based n the sci-eclgical view f health. This charter, knwn as the Ottawa Charter fr Health Prmtin, remains as the backbne f health actin tday. In explring the scpe f health prmtin it states that:
