Daylight Saving Time (DST) is the practice of setting the clocks forward one hour from standard time during the summer months (=lose 1 hour), and back again in the fall (=regain 1 hour), in order to make better use of natural daylight. So “spring forward, fall back” is one of the little sayings used to remember which way to set your watch.
In 1966, Congress passed the Uniform Time Act, which standardized the length of DST, which begins on the second Sunday of March each year and ends on the first Sunday of November. In 2021, Daylight Saving starts at 2 a.m. on March 14 and it will end at 2 a.m. on November 7. In other words, sunrise and sunset will be about one hour later on March 14 than the day before, meaning there will be more light in the evening.
Benjamin Franklin is often credited with first proposing daylight saving in his 1784 essay, An Economical Project. The idea wasn’t seriously considered, however, until more than a century later when William Willetts, a British builder, fiercely recommended it. The current DST format was proposed in New Zealand by entomologist (昆虫学家) George Hudson. In 1895, he recommended a two-hour time change because he wanted to have more daylight after work to go hunting for bugs in the summer.
Some studies show that DST could lead to fewer road accidents and injuries by supplying more daylight during the hours when more people use the roads. It is also used to reduce the amount of energy needed for lighting during the evening hours. However, other studies claim that people’s health might suffer due to DST changes.
Nearly every state in the U.S. observes DST, according to the Department of Transportation. However, Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands and most of Arizona do not.

It is generally acknowledged that young people from poorer socio-economic backgrounds tend to do less well in the education system. In an attempt to help the children of poor families, a nationwide program called “Headstart” was started in the US in 1965. A lot of money was poured into it. It Look children into pre-school institutions at the age of three and was supposed to help them succeed in school. But the results have been disappointing because the program began too late. Many children who entered it at three were already behind their peers in language and intelligence and the parents were not involved in the process. At the end of each day, “Headstart” children returned to the same disadvantaged home environment.
To improve the results, another program was started in Missouri that concentrated on parents as the child’s first teachers. This program was based on research showing that working with the family is the most effective way of helping children get the best possible start in life. The four-year study included 380 families who were about to have their first child and represented different socio-economic status, age and family structure. The program involved trained educators visiting and working with the parent or parents and the child. The program also gave the parents some guidance, and useful skills on child development.
At three, the children involved in the “Missouri” program were evaluated with the children selected from the same socio-economic backgrounds and family situations. The results were obvious. The children in the program were more advanced in language development, problem solving and other intellectual skills than their peers. They performed equally well regardless of socio-economic backgrounds or family structure. The one factor that was found to affect the child’s development was the poor quality of parent-child interaction. That interaction was not necessarily bad in poorer families.
The “Missouri” program compares quite distinctly with the “Headstart” program. Without a similar focus of parent education and on the vital importance of the first three years, some evidence indicates that it will not be enough to overcome education unfairness.

In 2016, the world’s population cast aside 49 million tons of electronic waste, known as e-waste.
It has been calculated that this number will grow to more than 60 million tons by 2021.
What is causing the upsurge (激增) in e-waste? Technology is becoming more and more widespread, covering almost every aspect of our lives. Meanwhile, the lifespan of devices is getting shorter---many products will be thrown away once their batteries die, to be replaced by new devices. Companies intentionally plan the obsolescence (过时) of their goods by updating the design or software and discontinuing support for older models, so that now it is usually cheaper and easier to buy a new product than to repair an old one. Since prices are falling, electronic devices are in demand around the world.
As more people buy electronic equipment, manufacturers (制造商) are beginning to face shortages of the raw materials needed to make their products, so recycling and reusing materials from discarded products and waste makes economic and environmental sense.
Recycling e-waste is practiced both formally and informally. Proper or formal e-waste recycling usually involves taking apart the electronics, separating and sorting through the materials and cleaning them. Companies must obey health and safety rules to reduce the health and environmental hazards of handling e-waste by using pollution-control technologies. All this makes formal recycling expensive. Informal recycling is typically unlicensed and uncontrolled. At informal recycling workshops, men and women recover valuable materials by burning devices to melt away non-valuable materials. Usually they do not wear protective equipment and lack any awareness that they are handling dangerous materials.
With the amount of e-waste growing around the world, recycling alone will not be enough to solve the problem. In order to reduce e-waste, manufacturers need to design electronics that are safer, and more durable, repairable and recyclable. The best thing you can do is resist buying a new device until you really need it. Try to get your old product repaired if possible and, if it can’t be fixed, resell or recycle it responsibly. Before you recycle your device, put any broken parts in separate containers and close these tightly to prevent chemicals from leaking. Wear latex gloves and a mask if you’re handling something that’s broken.
