    In October 2002, Winston Churchill (丘吉尔) was chosen by the British people as “the greatest British man”. The great British men behind him were Shakespeare, Newton, and Darwin. But many people did not know that Churchill was thought to be a bad boy when he was a child.

    At the age of seven, Winston Churchill was sent to a boarding (寄宿) school named St. George. The school rules were strict. He often got serious punishment. Churchill cried loudly and kicked wildly when he was beaten. At the end of the term, he returned home with a report card and pains all over his body.     At the age of twelve, his father sent him to Harrow Public School, which was famous for training English gentlemen.     As an intense heat wave sweeps through China, residents are seeking relief in air raid shelters and swimming pools to stay cool, and dozens of cities, including Shanghai, Chongqing and Hangzhou, have issued their highest-level red alert warnings. Shanghai has issued three red alerts this year, with the temperature hiting 40.9Celsius on July 13, matching the record set in 2017 since 1873. The fact that Shanghai has experienced only 16days of 40°C plus temperatures since the city began keeping records in 1873 should give us an idea about the seriousness of the situation.Medical experts say extreme heat could cause nausea (恶心), fatigue, sunstroke and even death, with seniorcitizens and people with long-term illnesses particularly yulnerable to heat waves.

    Extreme heat,events, which began a month ago, have affected the lives of more than 900 million pcople inChina. Between June 1 and July 12, the average number of days with temperatures above 35°C was 5.3, up 2.4days over normal years, breaking the national record set in 1961, according to the National Climate Center.Parts of Europe are also in the grip of heat waves and experiencing extreme weather events after the westernpart of North America faced extreme heat waves last year. In response to the exceptionally high temperatures, theUnited Kingdom has declared a national emergency(紧急状态)and issued the highest-level red alert warning forMonday and Tuesday for the first time. More alarmingly, the average global temperaure in June this year was0.4°C higher than normal years and the highest since 1979, with temperatures in countries such as Spain, France

    and Italy exceeding 40°C.Unfortunately, extreme heat, which is directly related to climate change, will become more frequent and intense in the next 30 years, setting new records for high temperatures. As global warming intensifies, losses will increase, forcing natural and human systems to raise their adaptation limits.

    “There is one and only one social responsibility of business” wrote Milton Friedman, a Nobel Prize-winning economist “That is, to use its resources and engage in activities designed to increase its profits.” But even if you accept Friedman’s premise and regard corporate social responsibility (CSR) policies as a waste of shareholders’ money, things may not be absolutely clear-act. New research suggests that CSR may create monetary value for companies at least when they are prosecuted (公诉) for corruption.

      The largest firms in America and Britain together spend more than $15 billion a year on CSR, according to an estimate by EPG, a consulting firm. This could add value to their businesses in three ways. First, consumers may take CSR spending as a “signal” that a company’s products are of high quality. Second, customers may be willing to buy a company’s products as an indirect way to donate to the good causes it helps. And third, through a more diffuse “halo effect” whereby its good deeds earn it greater consideration from consumers and others.

      Previous studies on CSR have had trouble differentiating these effects because consumers can be affected by all three. A recent study attempts to separate them by looking at bribery prosecutions under American’s Foreign Corrupt Practices Act (FCPA). It argues that since prosecutors do not consume a company’s products as part of their investigationsthey could be influenced only by the halo effect.

      The study found thatamong prosecuted firmsthose with the most comprehensive CSR programmes tended to get more lenient penalties. Their analysis ruled out the possibility that it was firm’s political influence, rather than their CSR stance, that accounted for the leniency: Companies that contributed more to political campaigns did not receive lower fines.

      In all, the study concludes that whereas prosecutors should only evaluate a case based on its merits, they do seem to be influenced by a company’s record in CSR. “We estimate that either eliminating a substantial labor-rights concern, such as child labor, or increasing corporate giving by about 20% result in fines that generally are 40% lower than the typical punishment for bribing foreign officials.” says one researcher.

    Researchers admit that their study does not answer the question at how much businesses ought to spend on CSR. Nor does it reveal how much companies are banking on the halo effect, rather than the other possible benefits, when companies get into trouble with the law, evidence of good character can win them a less costly punishment.
