Abut an hur later, Tm hit sme black ice. He fund himself slipping dwn the rck face, which became steeper and steeper(陡峭的)until suddenly he was in free fall. He fell 60 feet int the canyn(峡谷),landing n grass and dry branches. If he’d missed them, there was n way he wuld have survived. If the pllutin level is higher than what the envirnment can cpe with, then that’s the time when pllutin is bad. If the pllutin level becmes t high, human health can be affected badly. Then, the prductivity level f the sick peple is lw and the ecnmy suffers. The ecnmy suffers nt nly because f the lst prductivity f the peple, but als because the gvernment must pay fr the damage the pllutin has dne t its peple. This is the reasn why the gvernment prefers taxatin plicy. Impsing(征收)a tax n firms that pllute the envirnment can be cnsidered a gd strategy, as lng as the tax cvers all the external csts r the cst f the damage the firm has created during prductin. Taxatin, if enfrced(执行)really well, can make firms create a technlgy that may reduce pllutin, if they find ut that it will be cheaper than cntinuusly paying the tax. The disadvantage f this plicy, hwever, lies in the pssibility that sme big firms will find the tax cheap and then they will just prduce mre and pllute the envirnment mre. If ther small firms find the tax expensive, thus clsing dwn, their prductin will be eaten up by thse firms which can affrd the tax.
