If the pllutin level is higher than what the envirnment can cpe with, then that’s the time when pllutin is bad. If the pllutin level becmes t high, human health can be affected badly. The ecnmy suffers nt nly because f the lst prductivity f the peple, but als because the gvernment must pay fr the damage the pllutin has dne t its peple. This is the reasn why the gvernment prefers taxatin plicy. Impsing（征收）a tax n firms that pllute the envirnment can be cnsidered a gd strategy, as lng as the tax cvers all the external csts r the cst f the damage the firm has created during prductin. Taxatin, if enfrced（执行）really well, can make firms create a technlgy that may reduce pllutin, if they find ut that it will be cheaper than cntinuusly paying the tax.
