    One early morning last winter, someone broke into Shawn Marceau’s truck. That wasn’t particularly unusual—thieves had already hit him three times in recent months, even as the truck was parked outside his home in White Swan, Washington. This time they made off with a laptop, some riflescopes, and, unbeknownst to Marceau at the time, an American flag.

    In a last-ditch effort, the heartbroken father took to Facebook. “I would appreciate it if all my friends could share this note.” he wrote, including a photo of the flag. “Any information would be great. No questions asked.” By May 7, there were around 40,000 reposts. Unfortunately, the flag was still nowhere to be found.
    Soon enough, there were other flags. A 9/11 firefighter sent one to Marceau signed by dozens of his colleagues. A Special Forces sergeant major sent a flag he’d taken with him on missions around the world. Marceau, a retired Marine himself and the son and grandson of veterans, cherished these gifts while continuing to pray for the return of Jackson’s flag.
    Still waiting for those prayers to be answered, Marceau went about his routine as normal. He visited his son’s grave.     Last July, a brutal heat wave in California caused a spike in electricity demand, leaving more than 100,000 people without power. Then, just two weeks later, the Los Angeles Department of Power and Water warned residents to support themselves for the possibility of future rolling blackouts(滚动式灯火管制).
    Keeping a power grid(电力网) stable and efficient at times of peak demand is a huge challenge. While solar offers a low-emission option, it doesn’t provide 24-hour power, even on cloudless days. Meanwhile, California’s push for solar has been accompanied by the net loss of 789 megawatts of reliable natural gas capacity that was available to meet peak loads.
    The state’s painful experience in managing peak electricity demand demonstrates the challenge of depending too much on renewable energy. While battery storage has been mentioned for decades, it’s still largely unproven for residential and, further out, for commercial and industrial power needs and remains significantly more expensive than other sources of power.
    So where do we turn? The answer may be in the very fuel California has been attempting to gradually decline —natural gas.     While U.S. administrators and airlines remain attentive to the investigation into the Ethiopian Airlines crash,the Sunday’s crash of a Boeing 737 Max 8, the second in less than six months, involving the world’s fastest-selling passenger plane, officials here and in Europe said they are confident that pilot training, maintenance practices and safeguards in place will prevent a catastrophe such as the one that killed 157 people in Ethiopia on Sunday.
    The Federal Aviation Administration(FAA, 联邦航空管理局) issued a “continued airworthiness notification” to the international community Monday, meant to convey its confidence in the American-made jetliner.
    The notification essentially means that U.S. administrators believe the planes are safe, but they will take action if they receive information that indicates otherwise.
    “The FAA continuously assesses and oversees the safety performance of U.S. commercial aircraft,” Transportation Secretary Elaine Chao said in a conference call with reporters regarding President Trump’s budget. “If the FAA identifies an issue that affects safety, the department will take immediate and appropriate action.”
    Questions about the plane were raised in last October, when Lion Air Flight 610 plunged into the Java Sea in Indonesia killing all 189 passengers and crew aboard.
    Both flights went down shortly after takeoff and appeared to have similar flight paths. Airlines and administrators in Ethiopia, China and several other countries announced they were temporarily grounding the Max 8 jets. But in the United States and Europe, administrators, industry groups and Boeing all said it was too soon to draw any conclusions.
    Some countries and airlines have grounded the plane, and the decision reflects fears about their unfamiliarity with the new technology and the potential fallout from a catastrophe — particularly for new and smaller carriers, analysts said. For U.S. administrators, the bar for taking such a dramatic step is much higher, they said.
    “I don’t think that we have concrete data to justify it at this point,” said John Cox, a former pilot and an airline-safety consultant with the Washington-based aviation-safety consulting firm Safety Operating Systems. “Grounding an airplane is a big step and so we want to take it very cautiously — only if there is justification for it.”

    Students who have used electronic cigarettes by the time they start ninth grade are more likely than others to start smoking traditional cigarettes and other combustible(可燃的) tobacco products within the next year, according to a new study funded by the National Institutes of Health. E-cigarettes deliver nicotine to the lungs by heating a liquid solution that contains nicotine and other chemicals to produce an aerosol(气雾剂) that the user takes in, a process often called “vaping.”
    The study compared tobacco use initiation among 222 students who had used e-cigarettes, but not combustible tobacco products, and 2,308 who had neither used e-cigarettes or combustible tobacco products when initially surveyed at the start of ninth grade. The study surveyed students from 10 public high schools selected from diverse demographic characteristics. During the first six months after being surveyed, 30.7 percent of those who had used e-cigarettes started using combustible tobacco products, such as cigarettes, and cigars, compared to only 8.1 percent of those who had never used e-cigarettes. Over the following six months leading into the start of 10th grade, 25.2 percent of e-cigarette users had used combustible tobacco products, compared to just 9.3 percent of nonusers.
    “While teen tobacco use has fallen in recent years, this study confirms that we should continue to vigilantly watch teen smoking patterns,” said NIDA Director Nora D. Volkow, M.D. “Parents and teens should recognize that although e-cigarettes might not have the same carcinogenic(致癌的) effects of regular cigarettes, they do carry a risk of addiction.”
    The following analysis focused on 2,530 students who reported never using combustible tobacco and underwent follow-up assessments after six and 12 months. “Entertaining e-cigarette use is becoming increasingly popular among teens who have never smoked tobacco. Adolescents who enjoy the experience of breathing in nicotine via e-cigarettes could be more likely to experiment with other nicotine products, including smokeable tobacco,” said Adam M. Leventhal, Ph.D., the first author on the study. “While we cannot conclude that e-cigarette use directly leads to smoking, this research raises concerns that recent increases in youth e-cigarette use could ultimately keep on the epidemic(流行病) of smoking-related illness."

    三、概要写作评分原则
    1. 本题总分为25分,按5个档次给分。
    2. 评分时,先根据所写概要的内容和语言初步确定其所属档次,然后以该档次的要求来衡量、确定或调整档次,最后给分。
    3. 词数少于40的和多于80的,从总分中减去2分。
    4. 评分时,应主要从四个方面考虑;
    (1) 对原文要点的理解和呈现情况;
    (2) 应用语法结构和词汇的准确性;
    (3) 上下文的连贯性;
    (4) 对各要点表达的独立性情况。
    5. 拼写和标点符号是语言准确性的一个重要方面,评分时,应视其对交际的影响程度予以考虑。
    6. 如书写较差以致影响交际,可将分数降低一个档次。

    --所使用语法结构和词汇虽有些错误,但不影响意义表达。
    --应用简单的语句间的连接成分,使上下文内容连贯。
    --出现两句以上整句抄自原文现象。
    第二档
    (6-10)
    --理解有误差,仅涵盖半数要点。
    --有些语法结构和词汇方面的错误,影响了意义的表达。
    --出现两句以上整句抄自原文现象。
    第一档
    (1-5)
    --没有理解原文,造成概要内容与原为主题不符。
    --有较多语法结构和词汇方面的错误,严重影响了意义的表达。
    --缺乏语句间的连接成分,全文内容不连贯。
