"They have been cntacted abut the details s it is difficult right nw fr them," he said. "The trch relay will be held despite that, and ging frward with that will be difficult in that respect."
Organizers said gvernment immigratin plicy must be "bserved" with regards t trchbearers cming t Japan frm verseas. Overseas spectatrs are als dubtful in attending the Games, which is due t begin n July 23.
IOC Olympic Games executive directr Christphe Dubi tld reprters n Wednesday that "late April might be the right time" t decide whether t allw verseas spectatrs t attend.
Trchbearers will be allwed t run withut wearing a mask, but all thers are required t wear ne. The trch relay fr the Tky Olympics will kick ff n March 25 frm the J-Village Natinal Training Center in Fukushima, hit hard by an earthquake and tsunami n March 11,2011.
The flame, lit in Greece's Olympia in March, will travel 121 days thrugh 859 municipalities acrss all f Japan's 47 prefectures befre it arrives at the pening ceremny at the Olympic Stadium in Tky.
